New Construction Plumbing: Rough-In Best Practices for Southern California

New construction plumbing in Southern California has a tighter quality bar than residential service work because every choice gets buried in walls or under slabs and stays there for 50 years. The rough-in stage is where the long-term reliability of the entire system gets locked in — pipe routing, fixture spacing, valve placement, and accessibility for future service.

Here are the new construction plumbing decisions that matter most, what to specify, and the common mistakes that show up in homes ten years later.

Pipe material decisions

For new construction in Southern California, the two real choices are Type L copper and PEX-A. PEX is faster to install, less expensive, and immune to most corrosion modes. Copper is what some builders specify because it carries traditional value perception with buyers, though the long-term failure data favors PEX in our soil chemistry.

Avoid PEX-B at high temperatures and avoid CPVC for any application that matters. The EPA drinking water contaminant guidance covers material-specific concerns for any homeowner who has questions about supply-line materials.

Manifold vs trunk-and-branch

A central manifold supply system uses individual PEX lines from a central distribution point to each fixture, with shutoffs at the manifold. Trunk-and-branch uses a main trunk with smaller branches off it. Manifold systems offer better control (shut off one fixture from one location), faster hot-water delivery, and simpler future service. Trunk-and-branch is slightly less expensive and simpler to install.

For new construction, manifold is usually the better long-term choice. The cost difference is small relative to the lifetime value.

Shutoff valve specifications

Specify quarter-turn ball valves at every fixture, every appliance, and at the main. Avoid multi-turn stop valves — they fail more often, are harder to operate in emergencies, and add cost over the building lifetime. Specify a separate shutoff for each bathroom group so a single fixture leak does not require shutting down the whole house.

Pressure regulator and water hammer arrestors

Specify a pressure regulator at the main with a target output of 60 PSI. Add water hammer arrestors at washing machine connections, ice maker connections, and any other fixture with a fast-closing solenoid valve. Both items add modest cost during construction and prevent damage that costs many times more to repair later.

Drain routing and venting

Drain lines need adequate slope (1/4 inch per foot minimum), proper venting for every fixture group, and accessible cleanouts at every direction change. New construction is the only opportunity to get this right cheaply — every cleanout added at rough-in saves a future emergency from being a chase-the-blockage exercise.

Coordinating with security and exterior trim

Hose bibs need to land where landscape design accommodates them. The main shutoff has to be accessible without being a security risk. Exterior locking, gate hardware, and after-hours access need to coordinate with where utility infrastructure is exposed. Professional security hardware installation and access control services handle the security side that intersects with where plumbing is located, particularly on properties with detached structures or utility yards. For exterior garage and overhead doors that need installation timed with the plumbing rough-in, garage door installation and service work coordinates with the plumbing schedule on most new builds.

Inspections and rough-in approvals

Rough-in inspection happens before drywall closes the walls. Be present for the inspection, walk it with the inspector, and address any items before the framer comes back. Catching a rough-in issue at inspection costs nothing. Catching it after drywall is hung is a major rework expense.

Documentation for the eventual owner

Photograph the open-wall plumbing routing before drywall. Save the photos with the home documentation. Twenty years from now, the homeowner needing to add a fixture or troubleshoot a leak will be looking for exactly this kind of reference, and a photo set saves expensive exploratory demolition.
